Quality Care- Member Advisory Council Participant Selection Process

APS Healthcare strongly promotes Member involvement and participation in the Maine Behavioral Health ASO program. APS Healthcare will establish a Quality Care – Member Advisory Council comprised of consumers and family members, who utilize MaineCare funded Behavioral Health Services covered by the ASO. Member Advisory Council participants will advise APS Healthcare and makes recommendations regarding improvement to the program on a regular and ongoing basis. The Council will meet on a regular basis throughout the year.

It is the intent of both APS and DHHS that membership of the Member Advisory Council be representative of Maine communities statewide, and reflect the diversity of members’ experience within their communities, particularly experience with adult and child mental health and substance abuse services.

This process is intended as a guideline for establishing and maintaining participation in the council. If circumstances dictate, this process may be modified. The council will meet quarterly or more often if needed. Meetings will be held at a variety of locations statewide in order to make meetings accessible to all participants.

1. Those interested in joining the Council, should notify the APS Member Services Manager; Melanie Sachs, LCSW msachs@apshealthcare.com

2. We ask that those interested in being on the council, identify to us if they have a primary area of service that they wish to represent on the council, from among the following: Adult Mental Health Services; Family member of a Child receiving Mental Health Services; or Substance Abuse Services.

3. A list of interested parties will be maintained by APS Healthcare.

4. DHHS and APS Healthcare will choose members of the Quality Care-Member Advisory Council.

5. Maximum membership of the Council will be 16.

6. Whenever possible, two representatives will be selected from each CSN/District area.

7. Participation in the Council will typically be a 1 year commitment. During the initial startup it will be necessary to stagger terms so that the council does not experience complete turnover on an annual basis. To this end one member from each CSN/District area will be asked to serve a 12 month term while the other will be asked to serve an 18 month term. Thereafter all appointments will be for a one year term.
